為深入貫徹落實(shí)習(xí)近平總書記關(guān)于加強(qiáng)我國國際傳播能力建設(shè)的重要指示精神，進(jìn)一步完善人民法院法治國際傳播工作機(jī)制，近日，最高人民法院印發(fā)《關(guān)于進(jìn)一步規(guī)范人民法院組織機(jī)構(gòu)、職務(wù)名稱、工作場所英譯文的通知》（以下簡稱《通知》）。
《通知》立足新發(fā)展階段實(shí)際，全面吸收和展示了黨的十八大以來人民法院深化司法體制改革的重要成果，結(jié)合新修訂的人民法院組織法、法官法，規(guī)范了最高人民法院巡回法庭、國際商事法庭、知識產(chǎn)權(quán)法庭，以及金融法院、知識產(chǎn)權(quán)法院、互聯(lián)網(wǎng)法院等改革成果的英譯文。
《通知》以是否符合國際傳播的實(shí)效性為標(biāo)準(zhǔn)，注重全球化表達(dá)、區(qū)域化表達(dá)、分眾化表達(dá)，英譯文既便于外國讀者準(zhǔn)確理解，又符合我國制度實(shí)際、不扭曲術(shù)語原意。
《通知》以問題為導(dǎo)向，從法院名稱、內(nèi)設(shè)機(jī)構(gòu)、審判組織、法官職務(wù)、人員分類、工作場所、區(qū)域名稱、法庭指示牌等方面，規(guī)范了208個(gè)術(shù)語的英譯文，基本能夠滿足人民法院完善涉外審判機(jī)制、優(yōu)化法治營商環(huán)境、擴(kuò)大對外法治宣傳的實(shí)際需要。
《通知》要求，各級人民法院要認(rèn)真落實(shí)習(xí)近平總書記關(guān)于加強(qiáng)我國國際傳播能力建設(shè)的重要指示，推進(jìn)對外法治宣傳，講好中國法治故事，完善新時(shí)代人民法院的國際合作交流、涉外案件審判機(jī)制，推動形成更高層次改革開放新格局。下一步，各級法院將結(jié)合工作實(shí)際，在國際合作交流、涉外案件審理、雙語標(biāo)識制作中規(guī)范使用相關(guān)術(shù)語的英譯文。

黨的十八大以來，人民法院在以習(xí)近平同志為核心的黨中央領(lǐng)導(dǎo)下，持續(xù)深化司法體制改革，深入開展國際司法交流合作，中國特色社會主義司法制度更加成熟更加定型，我國司法國際形象和影響力不斷提升。人民法院組織法、法官法修訂完成后，一些司法改革最新成果的英譯文亟待確定。隨著更高層次改革開放加速推進(jìn)，國際司法交流合作日益深入，涉外案件和司法協(xié)助業(yè)務(wù)穩(wěn)步增長，更有必要進(jìn)一步規(guī)范人民法院組織結(jié)構(gòu)、職務(wù)名稱、工作場所的英譯文。
